AssistanceCAPECO – Community Action Program East Central Oregon’s Low-Income Energy Assistance Program provides income eligible and COVID impacted households payment assistance to help offset their energy bill.

Discounts Residents who are in long-term poverty may be eligible to receive a monthly charge that is 50% less than the base charge on their water and sewer bill by submitting a Reduced Utility Rate Application, which is available at City Hall. The customer’s previous calendar-year income as shown on their federal income tax statement, along with federal poverty guidelines, are used to determine eligibility, which is periodically verified. This program is not for immediate problems brought on by transient job loss.

To qualify for reduced rates, senior citizens must adhere to the Oregon State Poverty Income Guidelines and submit an application to Sanitary Disposal, Inc. at 81144 N. Hwy 395, Hermiston, OR 97838 541-567-8842.
