The City of Raleigh provides easy ways to pay your utility bills. Amazon Pay, Visa, Mastercard, American Express, Discover, E-check, Venmo, PayPal, PayPal credit, bank drafts, money orders, checks, and cash are all acceptable forms of payment. Make sure your payments are received each month on time to avoid late fees and service interruptions brought on by a late payment. Your bank account will be automatically drafted each month for the payments.

Savings accounts – Consult your bank or credit union before setting up AutoPay from your savings account. Bank drafts from savings accounts may not be honored by all financial institutions.
Financial Institutions outside the U. S. – The City of Raleigh’s AutoPay option is only for payments from accounts at financial institutions in the United States. Customers can use it to set up recurring bank drafts to pay utility bills. You must terminate your AutoPay enrollment using our online system if your payments are currently deducted from an account with a financial institution outside of the United States.
It is your responsibility to make sure the bank account number and routing/transit number are accurate and that there are enough funds in the account listed on the bank draft authorization form. Otherwise, your utility bill cannot be paid using this method.
Make sure your payments are received each month on time to avoid late fees and service interruptions brought on by a late payment. Payments will automatically be charged to your credit card. Your bill will continue to arrive as usual, along with email reminders of the payment deadline.

You can also set up recurring ACH payments, an E-check payment, or a future payment schedule. Your account will be updated to reflect the new balance and your payment information. Just sign up and log in, OR choose the one-time payment option.
To make a payment through the automated phone system, dial 888-905-3169. Please have the zip code for the service address, your payment method information, and your utility account number available. The automated system is accessible round-the-clock, every day of the week.
The payment details and your new balance will be updated in your account.
NOTICE: USPS mail delays can make it harder to receive utility bills and payments. Allow for extra delivery time when mailing utility payments.
Utility bill stubs should be sent, along with a check or money order, to City of Raleigh PO Box 71081 in Charlotte, North Carolina.
Please do not mail cash. Please refer to the “Pay in Person” section below if you must pay with cash.
Visit one of the City’s authorized utility payment locations to make a payment in person using cash, a check, a money order, a Visa, MasterCard, American Express, or Discover card.
The town halls of Garner, Knightdale, Rolesville, Wake Forest, Wendell, and Zebulon, as well as the Raleigh Municipal Building Complex, are conveniently located as The City of Raleigh’s Official Utility Payment Locations. Your utility account will receive prompt credit for any payment made at one of these authorized locations the same day.
Your payment may take several days (or even weeks) to reach us if you make a payment in person somewhere other than one of these authorized payment locations. By doing this, you run the risk of incurring additional late fees or having your services terminated for nonpayment before we receive your payment.

Most financial institutions offer an online bill payment service that enables customers to pay their bills without having to write and mail checks. Online bill payment is typically connected to a checking account, from which money is withdrawn to pay one-time or ongoing bills. Note: Depending on the payment services your financial institution offers, the way it processes your online bill payment may differ significantly. As it may take several days or even weeks for your payment to reach us, please make sure you are aware of and understand how your financial institution processes online bill payments. You might incur additional late fees as a result, or your services might be cut off for nonpayment before we receive your payment.
When a payment is returned, it is no longer applied to the customers account and a returned payment fee will be charged and included with the next bill.
The customer might be required to make future utility payments using a secured method like a credit card, certified check, money order, or cash if several check payments have been returned on their account with the City of Raleigh.
The customer may be kicked out of the AutoPay option and forced to make future payments using a secured method like a credit card, certified check, money order, or cash if multiple automated bank draft payments have been returned on a City of Raleigh utility account.
Services might be stopped right away if a returned payment is applied to an account and that account subsequently becomes delinquent.
The account may be reviewed and the payment restrictions may be lifted once good payment/credit history has been reestablished with the City of Raleigh’s Customer Care and Billing Division for 12 months.
