Utility Services

Download and Complete the Mail-In Application. Send the signed service agreement, a $25 administrative fee, a check or money order for the security deposit ($75 for owners and $150 for renters), and a photocopy of your government-issued ID (such as a passport or driver’s license) by mail.

Mailing addresses for application materials are as follows: City of Clemson Billing Administration 1250 Tiger Boulevard Ste 2 Clemson, South Carolina 29631-2661.

Drop off your application at the Utility Billing Depository along with a photocopy of your government-issued ID (such as your driver’s license or passport), a check or money order for the administrative fee of $25, and the security deposit ($75 if you’re the owner and $150 if you’re renting).

2- Applying in person:   Utility Billing office location: 1250 Tiger Blvd STE 2, Clemson, SC 2963  Bring a check, cash, credit card or money order for the security deposit ($75 if you’re the owner and $150 if you’re renting) and administrative fee ($25), and your government issued ID (example: driver’s license or passport).

There are four options for ending current utility services:

1) After logging in to your online utility account, click Disconnect Service.

4) Fill out the Termination of Utility Services form below

**We do not accept requests by email or fax.

You will be required to confirm your name, service address, and social security number when terminating services. Please allow 3 business days notice when requesting termination.

**Your security deposit will be applied to your account when your utility services are disconnected. Make sure we have your forwarding address if you are due a refund because we will send you a check in 4 to 5 weeks. **.

Payment of  Utility Service

The credit card company will charge a processing fee for all credit/debit card payments made to the city. None of these fees are paid to the City of Clemson. The City accepts American Express, Discover, Visa, and Mastercard.

The City of Clemson provides six options for paying your bill:

1. Online Utility Bill Pay: Either create an online account or utilize the quick pay option. You will need your account number and last payment amount to access either payment method.

2. Sign up for Automatic Bill Payment: Sign up for autopay using your online account. Each time a payment is made, this requires a credit card, which entails a processing fee.

3. Bank draft (ONLY FOR HOMEOWNERS): Click here to download the bank draft form and submit your request for an automatic bank draft. Please include a voided check and the routing and bank account numbers with it. Forms can be delivered in person or by mail to the billing department at 1250 Tiger Boulevard STE 2, Clemson, SC 29631.

4. Pay-by-phone: call 855-713-4264, and have your account number ready. (Credit card processing fee and $. 87 transaction fee apply).

5. During business hours, pay Utility Billing in person at the payment counter or drop off your check at the Utility depository box outside the Utility Billing entrance at 1250 Tiger Boulevard, Suite 2, Clemson, SC 29631

Payments made through these websites are not guaranteed; they may not be processed correctly, arrive late, or result in disconnections or late fees. The City of Clemson wants to advise people making payments online to only use our website, which is linked above, to do so.

Utility Bill Adjustment Request

The City may take into account an adjustment based on a request from the customer if a customer experiences a water leak from a broken water pipe that causes a significant increase in the customer’s bill. It is necessary to provide evidence of the leak, such as a plumber’s statement, an inspection by a city official, and/or other required paperwork to back up the issue. If the customer takes immediate action to fix the issue, the highest consumption during the time the leak occurred will be taken into account for an adjustment. The adjustment calculations shall not include more than two consecutive billing periods. Appliances and plumbing fixtures that leak, break, or are carelessly left with water running through a spigot or valve do not qualify for an adjustment. To the average of the wastewater bill, only the wastewater portion shall be reduced. Leaks where adjustments are less than $10. 00 are not regarded as a significantly higher increase in a customer’s bill and will not be taken into account for an adjustment. Requests for adjustments must be made within 30 days of the billing date that the leak first appeared. The customer is still in charge of making sure their bill is paid by the deadline. Leaks, repairs, or adjustments that are “in process” won’t stop customers from being charged a late fee or disconnected for failing to pay their utility bill. Adjustment decisions are solely at the City’s discretion and are regarded as final.

*Give a detailed description of the leak. Additionally, statements, invoices, or receipts from the plumber must be included and must include the location of the leak, a thorough description of the work done, the service address, the date the plumber was called, and the date the leak was fixed. No adjustments will be made if the form is not fully completed or contains no details. You may use the back of the form if needed.
