MSD and Louisville Water have launched a project called Drops of Kindness to assist customers who have unpaid bills. Drops of Kindness offers a customizable strategy to get through tough times and lessen future financial obligations, whether you are a resident or a business owner.
For eligible low-income households, this program offers a momentary 30 percent discount on MSD wastewater charges. Learn more about the Emergency Wastewater Assistance Program.
Senior citizens can apply for a 30% discount on wastewater fees and the consent decree surcharge if they are 65 years of age or older and their gross annual household income is $35,000 or less. Learn more about the Senior Discount Program.

MSD Residential Bill Charges
Wastewater Service Charge: This is a set fee for the upkeep and management of the water quality treatment facilities owned and operated by MSD.
Wastewater Volume Charge: This fee is determined by the amount of water used, as indicated by the Water Company meter. The unit of measurement is a volume rate per 1,000 gallons, or CON (Consumption).
Stormwater/Drainage Charge: For the benefit of the entire community, this fee covers stormwater, drainage, and flood protection services. The residential fee is calculated based on one ESU (Equivalent Service Unit), which is equal to 2,500 square feet of impervious surface—areas like driveways and roofs that prevent water from soaking into the ground.
