Even if you had a login with our previous view/pay bill website, you will need to complete account registration if you have not registered on our new Customer Self Service system. I was informed that I needed to store a payment method when I attempted to sign up for AutoPay. How do I do that?.
Select Payment Method under the My Profile tab to save your bank or credit card information for AutoPay.
Once your default payment method has been saved, you will be prompted to sign up for AutoPay.
When can I change my payment method if I have AutoPay set up and need to?
Changes can be made at any time, but remember that the new payment method needs to be used at least one business day before the due date in order to be effective.
Why did AutoPay go away in the first place?
The City had to discontinue its previous program in order to adhere to numerous security requirements that safeguard cardholder data. Since then, we have partnered with a business that can provide this payment solution for us and keep us in compliance with the necessary security standards.
I’ve enrolled in AutoPay. When will my bill be paid?
Your bill will be paid on the due date if you enroll at least one day before the due date of your invoice.
What is Invoice Cloud?
Our new provider for paperless billing and bill payment is Invoice Cloud. They send out our paperless bills, handle your payment information, and process your electronic payments.
Is there a fee for online payments or AutoPay?
Nope. We don’t charge a payment processing or transaction fee. The service is free for our customers.
Do you offer Pay by Text?
Yes. Pay by Text is an easy way to send a text message payment for your City of Portland water, sewer, and stormwater bills. When you sign up, a text message with a bill notice will be sent to you, and you can pay it by simply replying “OK.” Go to our Pay by Text page for enrollment information.
I didn’t sign up for paperless billing. Why am I receiving emails that my bill is ready?.
Another practical method of notifying you that your accounts have billed and are available for payment is by email. You will still receive a paper copy of your bill. By enrolling in paperless billing, we’ll stop mailing paper copies of your bills to you, helping you save trees, money on postage, and space.
Is it possible for me to set up a payment for a time after my due date?
You can, but if your payment is received after the due date on your bill, penalties and collection fees will still be assessed. Feel free to contact us at [email protected]. gov or 503-823-7770 in order to establish a payment plan and prevent those late fees.
