October 1 through December 31, the City of Rowlett will offer a one-time, $100 discount to all customers who set up auto pay during that time period either online through Paymentus or ACH bank draft by bringing a voided check in the office.
In addition to accepting payments by mail, phone, drop boxes, and in person at our billing office, the City of Rowlett also provides a Citizen Self Service Portal.
You can use a credit card (Visa, MasterCard, Discover) to make one-time payments on our Citizen Self Service Portal website. To view and pay your bill, visit our Citizen Self Service Portal. Even though you won’t need to register, you will need to know your account and customer ID numbers. The Citizen Self Service Portal does not permit the submission of partial payments.
Due to scheduled system maintenance, the Citizen Self Service portal will not be accessible Sundays from 4 A M. till 6 A. M. Please use the Paymentus link below if you need to make a payment on your account during this time.
The City of Rowlett also offers Paymentus payment website as a payment method for City utility bills. The Paymentus site will be the only option available for customers wishing to sign up for recurring credit card payments. Paymentus will also allow customers to sign up for recurring ACH payments. Paymentus allows customers to make one time or set up fully recurring payments as well as keep track of payments made by registering with their site. Please note that amounts shown on the Paymentus site are updated every business day and payments made by this site can take up to 2 business days to post to your account.
Additionally, recurring ACH payments can be set up in our offices with the presentation of a voided check or an ACH letter from your bank.
Your account will be drafted on the same day as your due date if you choose the recurring ACH option through the office. If you select the credit card recurring option, you will need to manually enter new information when your card expires. The system won’t update this information for you automatically, and expired credit cards won’t get their late fees waived.
Using the automated phone system, citizens can now pay using a credit card and an e-check. Checking accounts as well as Visa, MasterCard, and Discover can be used to make payments. The number for this service is 844-238-8997.

Payments can be made to our drop boxes at the billing office or in front of Specs on Dalrock Road and Lakeview Parkway (in an effort to use our staff’s time and resources more effectively, we will be picking up the payments from the Spec’s drop box twice a week). To avoid any late fees or disconnection, please make sure to put your payment in the box well before the due date. Thank you). Please refrain from using the drop boxes to submit payments if your services have been suspended due to non-payment. After any payments are made to restore services, kindly call our office at 972-412-6105 to let us know.
Customer may request an extension of up to ten calendar days to pay the account if service is about to be disconnected due to nonpayment of an outstanding balance on a utility bill (excluding the day of interruption or if service has already been interrupted) and a Utility Payment Extension Agreement is filled out and signed. The extension agreement shall include the complete amount past due. Customers may only sign extension agreements once every three months, up to four times in a 12-month period, and they may not be consecutive. Failure to adhere to the terms of any extension agreement will result in the service being disconnected without further notice, the customer losing their eligibility for future extensions for a year after a broken extension, and a $27 fee. 50 reconnect service fee imposed.
